Norway - Residence Permit For EU/EEA/EFTA Nationals

This post is a continuation of the previous posts I have written (shown above). Because as I have said before, I know that I have personally had trouble as an American moving to Norway knowing how to go about getting a residence permit. Since I have been to the UDI in Oslo and found a bunch of great pamphlets that I felt were much more helpful than UDI’s website alone. So what I am doing here is sharing that information with you to hopefully help you in you move or vacation to Norway.

This section is about how EU/EEA/EFTA nationals can get a residence permit in Norway.

RESIDENCE PERMIT FOR EU/EEA/EFTA NATIONALS
Rules for nationals from EU/EEA/EFTA countries and their family members who wish residence permit in Norway. The permit confers the right to take employment and run a business activity.

Special rules apply for employees from Poland, Estonia, Latvia, Lithuania, the Czech Republic, Slovakia, Hungary, Slovenia, Romania and Bulgaria. See separate information about this.

A permit is not required for nationals from EU/EEA/EFTA countries who stay in Norway for up to three months, work in Norway for up to three months, work in Norway but commute to another EU/EEA/EFTA country at least once a week or EU/EEA/EFTA nationals who are seeking employment in Norway may reside in Norway for six months.

Who may be granted a permit?

The following nationals of EU/EEA/EFTA countries who stay in Norway for more than three months may be granted a permit:

  • Employees
  • Self-employed business operators (a person operating his or her own company intending to undertake a permanent business activity in Norway)
  • Service providers (for example a person employed by an employer abroad, and who is to carry out a service/assignment in Norway on behalf of the employer)
  • Service recipients (a person buying a service during his or her stay in Norway)
  • Students
  • Persons who have permanent regular benefits or private means
  • Persons who have terminated their working careers after having worked in Norway

The permit may only be granted to nationals of EU/EEA/EFTA countries. It is not sufficient that you have a work or residence permit in an EU/EEA/EFTA country.

Family members of nationals from EU/EEA/EFTA countries who have a permit in Norway may also be granted a residence permit. This also applies to family members from countries outside the EU/EEA/EFTA.

Documentation

Anyone applying for a work permit must submit a passport or approved ID card in the original. A fully filled in application form with your signature and passport photograph must be submitted. You must also submit documentation as listed below.

  • Employees must submit a filled-in certificate of employment (separate form) or a contract of employment showing pay, scope and duration of the work
  • Self-employed business operators must submit a description of the activity. Further may be required, depending on what type of activity is involved. Documentation of registration in the Bronnoysund Register Centre (www.brreg.no) should also be enclosed
  • Service providers must submit a written description of the assignment’s nature and duration, documentation of the assignment and payment for the assignment
  • Service recipiants must submit a description/documentation of receipt of the service and documentation showing that the service has been paid for
  • Students must submit documentation of admission to an approved educational institution, documentation or declaration that subsistence is ensured and of health insurance, the E-form (an E-form can be obtained from the social security authorities in the country of origin) or European Health Insurance Card
  • Family members of nationals from EU/EEA/EFTA countries must submit documentation to be submitted depends on the basis for the principal person’s permit and the consanguinity relationship of the family members
  • Persons receiving permanent regular benefits or with private means must submit: Confirmation from the country of orgin that they are receiving a pension/social security, or similar, and documentation of the duration of the benefits, or documentation of private means. You must also enclose documentation of health insurance, either private insurance, the E-form (an E-form can be obtained from the social security authorities in the country of origin) or European Health Insurance Card

All documentation must be originals or certified copies with translations into Norwegian or English.

How to apply for a permit

If you are in Norway you apply to the police in the district you intend to reside in. If you are in your country of orgin you apply to the Norwegian foreign service mission closest to you.

You must fill in the stipulated application form, sign it and submit it with a (passport) photograph and the required additional documentation. Persons 18 years of age and older must fill in a separate form.

The forms can be obtained from the UDI.no or from the nearest Norwegian foreign service mission or the police in Norway.

The forms must be filled in completely. Your application may be rejected if you have not included all documentation.

PERMITS GRANTED PURSUANT TO EU/EEA/EFTA RULES CANNOT CONSITUTE THE BASIS FOR A SETTLEMENT PERMIT.

A settlement permit confers the right to reside in Norway indefinitely. One of the conditions for being granted such a permit is that the applicant must have resided in Norway during the three preceding years with a permit that constitutes the basis for a settlement permit. If you as a national of an EU/EEA/EFTA country wish to have a settlement permit in the future, you must apply for a permit that constitutes the basis for a settlement permit, such as family reunification or specialist permit, pursuant to the normal regulations (see separate information about settlement permits, UDI.no).

    i m non eea national and my hausband is dutch,can i ask for eea family permit from norway?

    actually i live in philippines and i have a norwegian boyfriend for only 6 month.shall i’ll be granted a visa for that.since he wnt me also to live in norway.Is it possible that tha norwegian embassy will grant me visa?
